Starting today, residents of Bernalillo County are invited to the city center, parking for free across Fifth and Silver Street, and entering a building for the first time in history with clerks, assessors, treasurers, and probate judges , Committee, planning department for business & development, etc., located at 415 Silver Ave. SW.
Architecture, greenery, outdoor seating, bicycle racks and public art provide a welcoming environment. Internally, we have new technologies to help us better serve county residents and businesses. The first is to install the most advanced security system at the entrance and monitor each floor. If you have an appointment, please register at the self-service kiosk or information counter. Then sit down or take a stroll and enjoy the natural light, public art and digital signage.
New technologies are improving employee efficiency and promoting collaboration. There are extensive video teleconference functions and in-house multimedia production studios to strengthen public information work. Technology is also integrated into buildings in the form of sustainable, energy-efficient and easy-to-maintain building systems, furniture, fixtures and equipment.
• Water-Alvarado Plaza uses approximately 45% less drinking water than similar buildings, saving approximately 700,000 gallons of water per year.
• Energy-Natural light, LED lighting system, EnergyStar electrical and mechanical system upgrades can reduce energy use. In fact, the efficiency gains caused PNM to issue a rebate check for $202,848 to Bernalillo County.
Most importantly, BernCo@Alvarado Square achieved our first goal: to reduce the county’s physical, environmental, and financial footprint. The operating budget crisis in 2013-17 clearly showed that the county needed fewer buildings to maintain, thus laying the foundation for integration. The question is whether it is best to build, buy or refurbish. The answer turned out to be three.
The 43-year-old Plaza Alvarado was purchased for only US$2.7 million. It was renovated from top to bottom, and a new 12,000 square foot committee room facility was designed and built near the main entrance. The most advanced security system has been added as well as new water and sewer lines, IT system upgrades, new data centers, electrical upgrades, new generators, compliance with the Americans with Disabilities Act, and HVAC system upgrades that are expected to last for 30 years.
The total cost is US$68 million. The cost of design, construction, and furniture is $177 per square foot. In this context, the average design and construction cost of refurbishing old buildings is $310 per square foot. Excluding land or furniture, the price of the new office building will be in the range of US$440 per square foot. In addition, by refurbishing Plaza Alvarado, Bernalillo County helped preserve the iconic buildings in the city center.
This is a project involving all employees. I want to thank the staff and the Bernalillo County Committee. In any case, this large-scale effort is challenging, and the pandemic requires everyone to be more resourceful in how we serve and protect. There are additional responsibilities, including allocating millions of dollars for direct assistance and organization of mass vaccination clinics.
